Clear Lake City is located in the southeast part of Harris County in Texas. Most of the Clear Lake community lies within the corporate limits of the city of Houston, however there is a small eastern portion of Clear Lake which stretches into the city limits of Pasadena, Texas. Clear Lake City is a master planned community which was originally developed by the Friendswood Development Company, and built on land which was originally sold to the Humble Oil and Refining Company in 1938.
The part of Clear Lake City that was an extraterritorial jurisdiction or ETJ of Houston was eventually annexed in 1977 by Houston despite a campaign lodged by its residents to keep it from happening. The slogan used by this grass-roots campaign was "Free the Clear Lake 25,000!" Lawsuits were lodged over the annexation, which resulted in converting the Houston city government into a primarily district-elected council from an at-large city council. The traditional developed power structure that existed behind the Houston government fell as a result of this conversion.
With a promise to de-annex Clear Lake City, Kathy Whitmire managed to win a Mayoral election thanks to a large amount of voter support from Clear Lake City residents. Unfortunately, Kathy Whitmire did not keep her promise. As a result, residents of Clear Lake City were paying taxes to Houston without receiving any of the services, including police and fire protection. Eventually the eastern portion of Pasadena's ETJ or extraterritorial jurisdiction was also annexed. The Clear Lake community is located near to NASA's Johnson Space Center, as well as several other major companies specializing in aerospace, including Lockheed-Martin and Boeing. Clear Lake City is an extremely diverse area which is somewhat culturally separate from the general culture in Houston. Clear Lake City has one of the largest communities of Asian American residents in the entire city of Houston. Thanks to the local petro-chemical industries and the presence of NASA, Clear Lake City and neighboring cities have a high concentration of engineers.
Clear Lake City has been named for a lake which is located to the south of the Johnson Space Center. The lake is responsible for separating Harris County from Galveston County. Additionally, Clear Lake connects Galveston Bay to the Clear Creek. Overlooking Clear Lake you will find the West Mansion, which is located on NASA parkway.
